Additionally, incentives will be provided to encourage the use of clean fuel for intracity goods transport, particularly for small trucks.
Currently, public bus networks across India are operated by state governments, municipal bodies, or government undertakings such as the Delhi Transport Corporation (DTC). On the other hand, metro networks are managed by joint ventures between states and the central government, such as the Delhi Metro Rail Corporation (DMRC). A government official said there is a need for synergy between these networks to enhance overall efficiency and effectiveness.
Urban transportation set for makeover
The proposed revamp of India’s urban transport system is expected to bring about significant changes in the way people commute in cities.
The participation of banks and bidders in recent tenders for procuring electric buses has been hindered by the presence of multiple entities vying for the same revenue stream. The responsibility for fixing and collecting fares remains with state government-controlled entities, making bus suppliers reliant on states for recovering their supply costs.
An official stated, “A payment security mechanism will soon be ready for improving the viability of operating bus services. Focus is also on improving non-fare revenue streams to keep the service affordable for commuters.” The official emphasized that public transport systems worldwide, even in developed countries, continue to receive support from government agencies. “The Brihanmumbai Electric Supply and Transport and DTC model for public transport is the solution for improving the viability of buses. The state transport undertaking should make business models for them like real estate management agencies,” the official added.

The government is providing support for the deployment of electric buses through subsidy schemes, but there are no concessions available for commercial vehicles such as large and small trucks. “Financial support could be offered for electrification of small commercial vehicles that largely move goods within cities. The technology is now established,” the official said, indicating that incentives will be announced in the near future.
The feasibility of large electric trucks for transporting goods over long interstate distances is also being evaluated, and the official added that a new scheme for them will also be necessary.
